The foundation of this insights is to offer insight and clarity into the purpose of the Committee for Echuca Moama (C4EM) and the value it offers ratepayers under the proposed Special Charge Proposal.
A Memorandum of Understanding has been signed with Echuca Moama Tourism (EMT) whereby the proposed charge of $520,000 would be split 25/75 with C4EM receiving $130,000 or 25%.
The original proposal amount of $650,000 was reconsidered by the Shire of Campaspe due to there being a perceived benefit to areas outside of the proposed ratable area, to the factor of 20%.
The core functions below are directly aligned to our strategic drivers which aim to grow comparative advantages, encourage business investment and development, cater for evolving industries, develop diversification, identify collaboration and innovation opportunities, for Echuca based businesses.
Critically, it is also important to note that for the purposes of this proposal, we believe a budget framework (as outlined below), is the best option at this point in time, as it allows us to engage with the Echuca business community and respond to and meet their needs, before delivering a highly detailed or prescriptive budget agenda. This will be ongoing. The purposes of this proposal are clear, however we must evolve and adapt them to the business environment to ensure they are most effective and offer the greatest value back to businesses.
The proposed C4EM funds have been allocated to a
budget framework which is focused on three core business functions which will run each
year, over the proposed period of five years. It includes management or
consultation fees of each core business unit, which aligns with many other
Special Charge Project provisions, so that they are delivered.
